Three transport groups have presented offers to run Torrevieja’s new public bus service under a contract valued at 138 million euros over ten years. The bidders are Monbus, Sagalés, through its subsidiary Osona 25 Bus, and Avanza, which currently operates the service. The contract does not include extensions and is one of the largest public transport tenders in the Vega Baja area.

Avanza has continued to operate the network since 2012 without a formal contract, with the council paying around 250,000 euros a month. Repeated warnings from municipal auditors and regional authorities urged the council to put the service out to public tender, both to regularise the situation and improve quality for thousands of daily passengers. An earlier tender in 2025 was cancelled after a successful legal challenge over the contract conditions.

The new concession proposes a major overhaul of the network, including more routes, higher frequencies and improved passenger information. Plans include a new fleet of six electric buses and twenty-six hybrid vehicles, real-time tracking, and an expanded workforce of more than one hundred staff. Most users will pay fares under the new system, while discounted and free travel will remain for eligible groups.
