Torrevieja council is expected to grant initial approval on Monday 27 April to a modification of its General Urban Plan to enable the development of Sector 29, known as La Ceñuela. The project allows for up to 1,347 homes and an estimated population of more than 3,300 residents. The governing Partido Popular holds an absolute majority to pass the measure.

The plan includes 11,492 square metres of land for public facilities, which would be transferred to the Generalitat once final approval is secured. The land is intended for the planned expansion of Torrevieja University Hospital. However, the process still requires public consultation and final authorisation from the regional government, meaning the timetable remains uncertain.

Under the proposal, the developer would finance and construct the widening of around 800 metres of the CV-95 between the N-332 and Los Balcones. The mayor, Eduardo Dolón, has said the final project drafted by the Generalitat предусматриes a high-capacity road with an additional lane towards Torrevieja. Funding arrangements have yet to be confirmed in regional budgets.

A binding regional planning report has warned that the growth proposed in La Ceñuela could exceed limits set by the Valencian Community’s Growth Strategy, noting that Torrevieja still has 1.7 million square metres pending development elsewhere. The adapted plan will now move to public consultation before any final decision is taken.
