Torrevieja Council is finalising plans to introduce a regulated parking system, commonly known as the ORA or blue zone, in a bid to improve vehicle turnover and make spaces more accessible. The proposal would regulate more than 3,500 parking spaces, including 1,900 in the town centre and 1,640 along coastal routes near popular beaches.

In the centre, blue zone spaces would allow a maximum stay of two hours, with progressive tariffs starting from 0.40 euros for 30 minutes. A green zone in busy commercial streets would limit parking to one hour at a higher rate. During peak season, orange zones would operate near beaches such as Los Locos, El Cura and La Mata, with a maximum stay of four hours and higher charges reflecting demand.

Around 70 new parking meters and a mobile payment app are included in the draft plans. The proposed five-year concession would require the operator to pay the council a minimum annual fee of 135,000 euros.

The Socialist group on the council has urged changes to protect year-round residents, arguing that locals should receive preferential terms, particularly in beach areas, rather than being treated the same as visitors.
