The long-delayed widening of the CV-95 between the roundabout at Torrevieja University Hospital in Los Balcones and the desalination plant will be mainly financed by the developer of Sector 29 La Ceñuela. The scheme, first proposed more than two decades ago, is tied to a residential and commercial development of up to 1,347 homes, currently in planning.

The 870-metre stretch will be expanded to provide two lanes towards Torrevieja and three towards Los Balcones. The third lane will serve as a dedicated access route to the hospital from Torrevieja. The Generalitat, which is drafting the project, has introduced this additional feature and will fund it separately.

The plan also includes a cycle lane linking to the existing N-332 corridor, running alongside the future residential area. Earlier proposals to connect the cemetery and hospital by footpath and cycleway have been ruled out due to land constraints and potential hospital expansion.

Although the partial amendment to Torrevieja’s 1986 General Plan has received initial approval, final authorisation from the Generalitat and approval of the partial plan are still required. With daily traffic nearing 20,000 vehicles, congestion remains a concern, but construction could still be months or even years away.
