Torrevieja Council is processing an Interior Reform Plan submitted by developer Grupo Insara to reclassify a 1,389 square metre residential plot in La Veleta for tertiary hotel use. The proposal would allow the construction of a minimum three-star hotel tower of 11 storeys and 36 metres in height, close to the seafront at Calle Mar del Coral.

The scheme maintains the existing buildable volume of 6,945 cubic metres, with a total constructed area of 2,315 square metres. Occupancy would increase from 20% to 30%, with a stepped and diagonal design intended to maximise sea views and reduce visual impact. The developer argues the tower would sit among other tall buildings and would not alter the area’s character.

An environmental assessment has begun. If approved, work could start in 2027 and finish by the end of 2028. The project is expected to create between 77 and 155 jobs.

Planning documents state the development is needed to address what promoters describe as a strong imbalance between residential housing and hotel beds in Torrevieja, and to reduce the seasonal nature of tourism. The plan is currently on public display while the council reviews the application.
