Orihuela will maintain its refuse collection charge at 202 euros per year in 2026, despite previously describing the ordinance as flexible and open to annual revision. The council had hoped that a new waste treatment plant in the Vega Baja would halve service costs, but the facility remains in the planning stage and its proposed location in Torremendo has met local opposition.

The current rate was increased from 70 to 202 euros last year to ensure the service does not run at a deficit, as required by law. The council collects around 6.5 million euros annually, while service costs exceed 15 million euros. Residents pay the charge in two six‑monthly instalments of 101.44 euros.

The flat-rate system has drawn criticism from opposition parties and is the subject of a legal challenge. A recent ruling by the Valencian Community High Court annulled a similar ordinance in Callosa de Segura, stating that charges must reflect individual circumstances under the principle that the polluter pays. Orihuela’s system does not differentiate by household size, property value or waste volume.

The council is offering means-tested reductions of 20%, 50% and 70% for vulnerable households, but residents must apply before 31 March. Discounts are available to recipients of social benefits, including the Valencian Inclusion Income and Minimum Living Income. Applications can be submitted at the SUMA office in Calle Mancebería.
