Los Montesinos Town Council has suspended the tender for a new waste collection and street cleaning service after PreZero España appealed to the Central Administrative Court for Contractual Appeals. The company, which currently provides the waste service, has challenged the tender documents and requested their annulment.

PreZero says the staffing costs published in the contract do not match the real costs of employees who would have to transfer to the future operator. It has also questioned the absence of a supporting report. The company has submitted updated employment information for the council to assess. Mayor José Manuel Butrón Sánchez confirmed the suspension during a council meeting.

The contract is valued at €5.384 million, including VAT, over ten years. It would introduce door-to-door waste collection and bring street sweeping into the same service, replacing a system in which the council currently carries out street cleaning with its own staff.

The council has already spent about €527,000 preparing for the new model, including a €93,000 electric collection lorry and equipment such as bins, compostable bags and a user-identification system. The project will remain on hold until the tribunal rules on the appeal, or the council changes the tender documents.
