The United States has imposed sanctions on Russia’s two largest oil groups, Rosneft and Lukoil, along with dozens of subsidiaries, the Treasury Department said. Treasury Secretary Scott Bessent announced the measures, describing them as a response to months of bipartisan pressure to tougher sanctions on Moscow. He described the move as targeting firms that fund the Kremlin’s war machine and urged allies to join the action, while signalling the possibility of further steps if needed.

Russian strikes continued across Ukraine, with drones and missiles hitting multiple cities and causing casualties, including a mother and her two daughters in the Kyiv region. Ukrainian officials said at least six people were killed. President Volodymyr Zelensky pressed the EU, the US and the G7 to respond with further sanctions and noted that remarks by former President Trump about possible military support had influenced Moscow’s stance toward talks. Zelensky was due to visit Stockholm for diplomacy as EU and Western partners planned further sanctions discussions in Brussels and London.

Ukraine’s forces reported hitting a chemical plant in Russia’s Bryansk region with Storm Shadow missiles. In Kyiv, rescuers recovered three bodies in the village of Pohreby after a house fire caused by shelling, with other casualties reported in Kyiv city and surrounding districts as drone debris sparked fires and evacuations. Energy outages were reported across the country, with repairs planned as conditions permitted. Zelensky reiterated Ukraine’s aim to acquire Patriot air defence systems and said talks with allies were under way to speed up procurement, potentially via European partners.
