An analysis of constituency‑level data by Friends of the Earth draws on official figures from government sources, the National Audit Office, Natural England and the Environment Agency. It finds millions of people in England live under multiple environmental threats, including floods, poor air quality and sewage discharges. Boston and Skegness, the constituency represented by deputy Reform leader Richard Tice, is identified as the most flood‑prone, with more than 90% of homes at risk. The study notes that 47 of the 50 areas worst for air pollution are represented by Labour MPs.
The review also shows the two English constituencies with the most hours of raw sewage overflows are Conservative seats in Devon, with other high figures in Cumbria’s Penrith and Solway and Westmorland and Lonsdale. Eight Liberal Democrat constituencies feature in the top 20 for sewage overflow hours. It adds that every London neighbourhood is classified as high risk for extreme heat, including all areas within Tottenham and Birmingham Ladywood.
Other findings include South Holland and the Deepings in Lincolnshire, which has the lowest tree cover in England at 2.2% and where more than 70% of homes are currently at flood risk; Hull North & Cottingham and Hull East show around 75% of homes at risk of flooding. The analysis notes that more than 90% of England’s constituencies have at least some neighbourhoods with unsafe air pollution levels, with 59 constituencies having pollution more than double WHO guidelines — 11 of them in London. The report comes ahead of the government’s carbon budget delivery plan for 2033–37, which will outline policies to help meet the 2050 net‑zero target. Friends of the Earth urged stronger measures to cut bills, insulate homes and create green jobs. Mike Childs, head of policy, said: “This data shows the true scale of environmental threats across England and reinforces why a strong climate plan is so important to protect communities. Flooded homes, dangerous heatwaves and filthy air are not abstract risks but realities for millions. Politicians who push false environmental narratives or call for weaker climate action are putting the people that elected them at risk.”
