Sir Keir Starmer described the talks as a breakthrough on Ukraine security guarantees. He said work with the United States on what those guarantees would cover could begin as early as Tuesday. ‘The two outcomes were a real significant breakthrough when it comes to security guarantees, because we’re now going to be working with the US on those security guarantees,’ he told the BBC. He added that teams were due to arrive tomorrow to begin detailed work. The Prime Minister will co-chair a Tuesday morning call of the coalition of the willing, a group he has been leading with Emmanuel Macron.

Mr Trump said he had spoken directly with Vladimir Putin to begin planning a meeting between Putin and Zelensky, to be followed by a trilateral discussion including himself. He said Moscow would accept multinational efforts to guarantee Ukraine’s security. Mr Zelensky said he was ready for bilateral and trilateral talks, while warning that if Russia does not show a will to meet, the United States should act accordingly.

Nato Secretary General Mark Rutte said the US and Europe would do more on tariffs and sanctions against Russia if Moscow does not engage in direct talks with Ukraine. Sir Keir welcomed ‘article five-style guarantees’ and said they fit with the coalition of the willing. He noted that Trump’s involvement could help advance security discussions, and that the two sides could take a significant step forward. Trump’s envoy had floated the possibility of guarantees similar to Nato’s Article 5 without Kyiv joining. The Prime Minister reportedly interrupted his holiday to join calls, and sources indicated the aim was to progress three-way talks. Trump had met Putin in Anchorage, Alaska, earlier, and described the Alaska meeting as strengthening the prospect of peace and noting that a three-way meeting could follow the bilateral talks.
